Levels of 'cleanliness' of different areas in Scotland can be assessed by means of data collated by Keep Scotland Beautiful. This is based on a 2% random sample of streets across the 32 council areas in Scotland, from which an Overall Cleanliness Index is derived. The latter is now used as one of Audit Scotland's Performance Indicators for all councils in Scotland.

Chart 1 shows the Overall Cleanliness Index for 2004-2005 for all thirty-two council areas. On a scale of 0 to 100, Scotland achieves a score of 70, with figures ranging from 62 in Glasgow (the lowest recorded level of 'cleanliness') to 77 in Moray.
